Compulsory health training for future pandemics

One of the key challenges that many countries, particularly Luxembourg, is facing during the pandemic is the shortage of health practitioners. Without a doubt being trained in health practice has lots of restrictions, rules, and regulations as it is concerned with lives of human beings. Nevertheless, what I'm suggesting here needs lots of refinement and consultations with health experts/professionals to draw out a final applicable solution.
